Mealey's (May 16, 2016, 3:17 PM EDT) -- WASHINGTON, D.C. — Affirming a trial court’s ruling, a District of Columbia Circuit U.S. Court of Appeals panel on May 13 found that a Senate Select Committee on Intelligence (SSCI) report on the Central Intelligence Agency’s detention and interrogation program constituted a congressional document under the SSCI’s control and, therefore, was not subject to disclosure in response to a Freedom of Information Act (FOIA) request by the American Civil Liberties Union (ACLU) (American Civil Liberties Union, et al. v. Central Intelligence Agency, et al., No. 15-5183, D.C. Cir.; 2016 U.S. App. LEXIS 8776)....
