(December 31, 2015, 8:11 AM EST) -- SAN FRANCISCO — A federal judge in California on Dec. 23 denied Pacific Gas & Electric Co.’s (PG&E) motion to dismiss a charge of obstructing an investigation by the National Transportation Safety Board following the Sept. 9, 2010, explosion of a pipeline in San Bruno, Calif., that killed eight people and injured 58 others, ruling that the investigation constituted a proceeding under 18 U.S. Code Section 1505 and that the statute is not unconstitutional as applied to the company’s conduct (United States of America v.
