Irrigation Board, Ex-Manager Must Pay $600,000, Restore River For CWA Violations

Mealey's (June 17, 2015, 8:19 AM EDT) -- CHEYENNE, Wyo. — After a five-month bench trial, a Wyoming federal judge on Oct. 22, 2014, found that the LeClair Irrigation District and former manager John Hubenka violated the Clean Water Act (CWA) by constructing unauthorized dikes and dumping debris into Wyoming’s Wild River to change the course of the waterway (United States of America v. Northern Arapaho Tribe, et al., No. 10-93, D. Wyo.).
