Mealey's (February 7, 2020, 9:15 AM EST) -- NEW ORLEANS — The estate of a Mississippi man who died after he sued to challenge a city’s seizure of his dog that allegedly escaped while the man was being transported to the hospital may proceed with the lawsuit, a Fifth Circuit U.S. Court of Appeals panel ruled Feb. 5, finding that the trial court erred in holding that then man received the process he was due under the Parratt / Hudson doctrine (Estate of Charles W. Holt v. Hattiesburg, et al., No. 17-60302, 5th Cir., 2020 U.S. App. LEXIS 3621)....
