LOUIS — A police practices expert for a motorist who was run off a highway during a police chase and then mistakenly arrested cannot testify about the reasonableness of the conduct of the officers involved, a Missouri federal magistrate judge ruled June 8, saying the expert’s opinions mostly amount to inadmissible legal conclusions (Joseph Terrell Swink v.
