Mealey's (June 17, 2015, 9:43 AM EDT) -- WASHINGTON, D.C. — A federal judge in the District of Columbia on March 31 granted summary judgment in favor of the National Indian Gaming Commission (NIGC) in a dispute over the propriety interest in a gambling casino run by the Fond du Lac Band of Lake Superior Chippewa, saying the commission did not exceed its authority in issuing a notice of violation (NOV) to the City of Duluth, Minn., finding that the band must cease performance of an agreement between it and the city over the facility or face fines (City of Duluth v.
