Mealey's (May 14, 2020, 2:09 PM EDT) -- WASHINGTON, D.C. — A federal judge in the U.S. Court of Appeals for Veterans Claims on May 12 remanded a case on grounds that the Board of Veterans Appeals provided an inadequate statement of reasons for denying a veteran’s claim for benefits for penile shortening secondary to prostate cancer. The veteran’s surgery was necessary because of his diagnosis of cancer, which was presumed to have been caused by his exposure to Agent Orange (Bruce E. Hoople v. Robert L.
