Mealey's (November 18, 2019, 7:39 AM EST) -- SEATTLE — A federal judge in Washington on Nov. 4 granted in part the government’s motion for partial summary judgment against a trucking company accused of violating the Clean Water Act (CWA), finding that while an oxbow channel on a property constituted a navigable water of the United States, there is not enough evidence to show that the defendant company participated in the work that caused unpermitted discharges of fill material (United States v.
