(November 2, 2015, 1:14 PM EST) -- ATLANTA — The 11th Circuit U.S. Court of Appeals on Oct. 30 affirmed the dismissal of a claim for violation of the Fair Debt Collection Practices Act (FDCPA) asserted by former homeowners, but reversed a decision to dismiss their claim for declaratory judgment that Georgia's foreclosure statute is unconstitutional (Jean A.
