Trade Group Tells Appeals Court ACA Bars D.C.’s Out-Of-Exchange Fees

Mealey's (June 16, 2015, 10:04 AM EDT) -- WASHINGTON, D.C. — The Patient Protection and Affordable Care Act (ACA)’s self-sufficiency requirement for state exchanges allows those exchanges to impose fees only on participating insurance carriers, a plaintiff told a federal appeals court on April 20 (American Council of Life Insurers v. District of Columbia Health Benefits Exchange Authority, et al., No. 14-7206, D.C. Cir.).
