North Dakota: Fracking Rule ‘Impermissibly Interferes’ With Its Water Rights

(September 23, 2015, 1:35 PM EDT) -- CHEYENNE, Wyo. — The State of North Dakota on Sept. 18 filed a brief in Wyoming federal court supporting its contention that it should be granted a preliminary injunction preventing the U.S. Bureau of Land Management (BLM), a division of the U.S. Department of the Interior (DOI), from implementing new federal regulations for hydraulic fracturing on grounds that there are deficiencies in the BLM’s administrative record that have frustrated North Dakota’s ability to undergo a thorough record review at this point in the litigation (State of Wyoming v.
