(November 20, 2017, 1:32 PM EST) -- CAMDEN, N.J. — A plaintiff’s claims alleging violations of the federal Medicaid Act and violations of her rights under the U.S. Constitution are barred pursuant to the doctrine of sovereign immunity because the claims seek retroactive, not prospective, damages against state agencies, a New Jersey federal judge said Nov. 15 in granting a motion to dismiss the plaintiff’s claims (Elizabeth Williams v.
