Mealey's (October 12, 2017, 9:19 AM EDT) -- SAN ANTONIO — A Texas appeals court panel on Sept. 13 reversed and remanded an action of one water district challenging the jurisdiction of another water district, saying that although the moving district is immune from declaratory judgments, the defendant should have had the opportunity to raise ultra vires claims (Bexas-Medina-Atascosa Counties Water Control and Improvements District No. 1 v.
