(September 29, 2017, 3:16 PM EDT) -- WASHINGTON, D.C. — A tribal elder who was banished from the tribe’s land and facilities for 10 years for allegedly publically slandering tribal officials took her fight for federal habeas relief to the U.S. Supreme Court with a Sept. 21 petition for a writ of certiorari in which she challenges the Ninth Circuit U.S. Court of Appeals’ interpretation of “detention” under the Indian Civil Rights Act (ICRA) (Jessica Tavares v.
