Judge: Land Rights Questions Should Be Certified To North Dakota Supreme Court

(November 21, 2016, 12:32 PM EST) -- BISMARCK, N.D. — A federal magistrate judge in the U.S. District Court for the District of North Dakota on Nov. 18 ruled that it was appropriate for the district judge to certify a series of questions to the North Dakota Supreme Court to resolve a mineral lease dispute between the owners of the surface rights and a hydraulic fracturing company that converted a fracking well into a saltwater disposal well (Randall Mosser, et al. v.
