Mealey's (July 24, 2015, 3:47 PM EDT) -- SACRAMENTO, Calif. — The California Supreme Court on July 22 denied a request by the state attorney general to depublish an intermediate appeals court’s ruling that tiered water rates must be tied to the cost of service and not intended to penalize heavy water users (Capistrano Taxpayers Association, Inc. v.
