Mealey's (October 20, 2016, 10:54 AM EDT) -- PHILADELPHIA — The City of Philadelphia has been issuing speeding tickets on certain divided or limited access highways without authorization, three Pennsylvania residents allege in a class complaint filed in the Philadelphia County Court of Common Pleas on Oct. 6 (Dominick Owens, et al. v. City of Philadelphia, No. 161000388, Pa. Comm. Pls., Philadelphia Co.).
