Mealey's (July 13, 2015, 9:54 AM EDT) -- ROBINSON, Ill. — An Illinois appeals panel on July 10 affirmed a lower court ruling that a group of mineral rights holders failed to show that the state Department of Natural Resources (DNR) caused them irreparable harm when it implemented rules under the state’s Hydraulic Fracturing Regulatory Act (HFRA) (Marie Smith, et al. v. The Department of Natural Resources, et al., No. 5-14-0583, Ill. App., 5th Dist.; 2015 Ill. App. LEXIS 536).
