(September 7, 2016, 11:55 AM EDT) -- ATLANTA — The State of Georgia and a regional water authority on Aug. 31 asked a federal court to grant it summary judgment to force the U.S. Army Corps of Engineers to respond to their requests for additional water storage in a reservoir and to rewrite a manual to address water supply (State of Georgia, et al. v.
