(May 16, 2016, 9:45 AM EDT) -- WASHINGTON, D.C. — Out-of-network emergency services providers are being unfairly underpaid as a result of rules formulated under the Patient Protection and Affordable Care Act (ACA), a professional organization alleges in a May 12 complaint in District of Columbia federal court (American College of Emergency Physicians v.
