(April 12, 2016, 1:06 PM EDT) -- SEATTLE — A Washington state appeals panel on April 11 affirmed a trial court’s denial of a building permit to a couple because there is no legally available water for a well on the property under the instream flow rule (Richard A. Fox, et al. v. Skagit County, et al., No. 73315-O-I, Wash. App., Div. 1).
