(March 21, 2016, 2:47 PM EDT) -- JEFFERSON CITY, Mo. — The Patient Protection and Affordable Care Act (ACA) preempts Missouri law imposing additional conditions on who can provide guidance regarding health plans, a federal judge in Missouri held March 16 (St. Louis Effort for AIDS, et al. v.
