(December 21, 2015, 2:27 PM EST) -- NEW YORK — An almost two-decade delay in obtaining a ruling on jurisdiction arose in part from counsel’s specific strategy of volume asbestos filings, a New York justice held in denying equitable tolling in an opinion posted Dec. 18 (In re New York City Asbestos Litigation, William E.
