(December 9, 2015, 1:02 PM EST) -- CHEYENNE, Wyo. — The Sierra Club and other environmental groups opposing states and hydraulic fracturing companies that are challenging new federal regulations on fracking on Dec. 7 filed a brief in Wyoming federal court arguing that the court should issue a final ruling or, in the alternative, stay the proceedings as the parties appeal the case at the federal appellate level (State of Wyoming v.
