Colorado Supreme Court Rules Storm Water Runoff Is Designated Groundwater

(November 18, 2015, 2:22 PM EST) -- DENVER — The Colorado Supreme Court on Nov. 16 ruled unanimously that storm water runoff is groundwater regulated by the Colorado Group Water Commission, a ruling that denies an attempt by a planned community to capture and store rainwater for its own use (Meridian Service Metropolitan District, et al. Ground Water Commission, et al., No. 14SA302, Colo. Sup.; 2015 Colo. LEXIS 1076).
