California Water Board Files Administrative Complaint Against Water District

Mealey's (July 24, 2015, 8:35 AM EDT) -- SACRAMENTO, Calif. — California’s State Water Resources Control Board (SWRCB) on July 20 filed a draft administrative civil liability complaint against the Byron-Bethany Irrigation District (BBID), alleging that the district diverted water without authorization and that it is liable for a $1.5 million penalty (In The Matter of Unauthorized Diversion by Byron-Bethany Irrigation District, Calif. EPA, Water Resources Control Brd., Div. Water Rights).
