California Water Board Backs Down, Then Issues 1st Cease-And-Desist Order

Mealey's (July 24, 2015, 8:32 AM EDT) -- SACRAMENTO, Calif. — California’s State Water Resources Control Board on July 15 issued a statement backing off its previous water curtailment notices, saying it is not ordering water rights holders to stop taking water from waterways but that water diversions when there is no water are unauthorized and subject to enforcement by the board.

The next day, the board issued a draft cease-and-desist order to the West Side Irrigation District, saying the district’s continued pumping of water from a river violates the state Water Code....
