(August 18, 2016, 12:52 PM EDT) -- ATLANTA — Saying it is a case of “duplicative litigation,” the 11th Circuit U.S. Court of Appeals on Aug. 16 stayed an appeal by 10 states of the Clean Water Rule pending a decision by the Sixth Circuit on the merits of an identical challenge (State of Georgia, et al. v. Regina McCarthy, et al., No. 15-14035-EE, 11th Cir.; 2016 U.S. App. LEXIS 15142)....
