Convicted Tribal Leader Seeks Certiorari For Jurisdiction Ruling
(August 11, 2016, 11:55 AM EDT) -- WASHINGTON, D.C. — A former official for a Michigan Indian tribe who was convicted of sexual assault against a tribal employee asked the U.S. Supreme Court on July 7 to decide whether Native Americans are subject to prosecution by their tribes for conduct committed outside Indian country (Norbert Kelsey v. Daniel T. Bailey, Chief Judge of the Little River Band of Ottawa Indians Tribal Court, No. 16-5120, U.S. Sup.).
