(August 9, 2016, 2:33 PM EDT) -- AUSTIN, Texas — A federal judge in Texas on Aug. 4 largely left intact states’ challenge to a Patient Protection and Affordable Care Act (ACA)’s health insurance providers’ fee designed to generate revenue from the windfall created by the individual mandate (State of Texas, et al. v.
